On-Call Schedule Analysis

2.1 Analysis of Baseline Schedule

DKBE receives project baseline schedules and periodic updates from the clients' Construction Management consultants and contractors on its projects during construction. DKBE shall analyze these schedules for structural integrity (DCMA 14- Point Assessment Metrics) using Deltek Acumen or a Client provided scheduling analysis tool and will be responsible for documenting CPM Scheduling Services and tracking all changes from the current submitted schedules against the agreed baseline and prior updated schedules.

Analysis of baseline schedules received for structural integrity (DCMA 14 point), conformance with specifications/reasonableness and preparation of findings shall include, but not be limited to:

 

  • Milestones dates against bid and baseline milestones;
  • Completeness of work including milestones, procurement and delivery, submittals and approvals, construction, commissioning and closeout;
  • Activity duration and description;
  • Longest and critical path;
  • Logic relationships;
  • Open start and open ended logic;
  • Use of constraints;
  • Lags and leads;
  • Project calendars;

 

2.2 Analysis of Schedule Updates

Analysis of schedule updates received from multiple sources for appropriateness, accuracy, conformance with specifications and preparation of findings shall include, but not limited to:

 

  • Comparison against baseline schedule;
  • Time Impact Analysis (Change Orders/Claims)
  • Changes in milestones dates with justification;
  • Added/deleted activities;
  • Changes in logic relationships;
  • Changes in original duration;
  • Added constraints;
  • Failure to incorporate changes;
  • Inaccurate remaining duration estimates;
  • Unreasonable lags and leads;
  • Changes to float and critical path;
  • Validation of narrative report;
  • Percentage link to remaining duration;
  • Constraints that override schedule logic;
  • Improper treatment of out-of-sequence progress;
  • Use of P6 Progress Override function when calculating the project; and options for schedule recovery if the project schedule goal is jeopardized.
  • Earned Value (CPI/SPI) Measurement
  • Options for schedule recovery if the project schedule goal is jeopardized.
